Group health insurance will be offered to qualified employees, even though they may have a health problem. They cannot be charged more and cannot be cancelled due to illness. Life changes can make special enrollment for group coverage available to certain individuals, according to the guidelines set forth by the Iowa Insurance Division. A waiting period for group coverage may be required by a new employer and HMOs are allowed to impose an affiliation period also. Insurance companies can review your medical records for the prior six months before coverage, checking for pre-existing conditions. They can only exclude a pre-existing condition from coverage for the first 12 months; and you may be given credit, if you have had continuous coverage with no breaks of over 63 days, toward the exclusion period.

Individual Health Insurance Coverage in Iowa (IA)
The rules for individual health coverage are somewhat different from those for group coverage. Also, there are different rules for individual insurance sold by private companies and individual insurance that Iowa terms “Standard and Basic Individual Health Plans.”
Private insurance companies are allowed to turn an applicant down because of a health problem. When your prior health coverage was continuous for over 12 months, you are guaranteed access to private individual health coverage or to the Iowa Comprehensive Health Association plan. If you have been denied individual coverage, you are also guaranteed ICHA. Individual health companies can review your medical records for the prior five years and have ways of limiting coverage on pre-existing conditions through elimination riders and temporary exclusion periods. Pregnancy can be considered pre-existing, but genetic information cannot. Your rates for coverage can go up, but there are limits on how much the insurance company can charge due to medical conditions. If you get sick, your individual coverage cannot be cancelled.
For the standard and basic type of individual health insurance, you must be offered these health plans if you are eligible. Your eligibility relates to a number of qualifications relating to loss of health coverage and these should be reviewed for your potential inclusion through the Iowa Insurance Division.
