Already, the city of San Francisco spends $104 million annually on services for its uninsured inhabitants, a sum that will be diverted to the new initiative if it launches.  This ‘San Francisco Health Access Plan’ would allow the poorest to pay as little as $3 a month to join.  The first plan of its kind, this universal health care plan would truly set a precedent across the nation.
